Telcos Announce Digital Network Rollout:-
Both Optus and Telstra have announced that they have commenced rolling out their digital networks that will see the closure of PSTN switched networks using copper infrastructure and replacing it with fibre to the pit or the curb and voice over IP for the telephone communication. This will mean that Security Alarm Diallers using DTMF format may be effected from today. Please be aware that loss of communication or multiple call costs could result and be the only sign that rollout has occurred near your premises.

Client Changes to AAPT:-
The phone services supplied to a monitored dialler client at CMS has recently been changed to a digital service supplied by AAPT. Dialler communication has since stopped to CMS and only an IP solution will solve the problem. A TCD interface to the Emizon Network was installed with 24 hour supervision (polling) to provide a Class 2 service with dual paths. The Primary path plugged into the Client's router for Ethernet connectivity and the aerial found good GPRS service for the secondary path. 
The Client now has a future proof security service and saves on telephone costs.

Additional IP Products at CMS:-
CMS can now offer monitoring products with Polling / Supervision every 24 hours or every 60 minutes. Whilst these Transmission Paths are not "Securitel Replacement Class 3 AS/NZS 2201.5:2008" they provide an IP solution where the tradition PSTN telephone service is unavailable or where VOIP has been installed, or where savings on telephone call costs are an issue.
The Services are provided on the new EMIZON Transmission System. Class 3 and Class 4 services are also available. Please contact Suzette or Scott on

Daylight Saving Time:-
Sunday 6th April 2008 Daylight Saving ended. If your Alarm System has functions which are time dependent you will need to update the clock  in the alarm panel so those functions are performed correctly. An example of this is when panels are used in conjunction with access control systems to automatically open and close doors. Some panels get their time from receivers at CMS and these have been updated to Eastern Standard Time at 03:00 6th April 2008.

"Securitel" Replaced with Class 3:-
When replacing a "Securitel" with an alternative Product, it should be a Class 3 Transmission System in accordance with AS/NZS2201.5:2008.
The System used must be Polled from the Monitoring Centre to the STU every 120 seconds, and the Alarm Panel must be "Supervised" by the Transmission System Interface STU every 120 seconds as a minimum. 
CMS has available connection details to ensure that a proper Class 3 is being installed. CMS also offer Class 3 Transmission Systems which Poll from the Monitoring Centre to the Alarm Panel at 120 seconds. This is via a High Level Interface. 
Class 4 and 5 with Polling at 60 seconds and 20 seconds respectively are also available via these serial HLI connections.

CMS Regraded:-
On 5th March 2008 the ASIAL Grading Inspector for Monitoring Centres visited CMS for the purpose of regrading CMS for a further two years to AS2201.2:2004.
We are please to advise that on 21st March 2008 we have met the requirements.
This is a result of continual upgrading and monitoring every day of the two year period. It does not happen by accident.
Well done to all at CMS for achieving this high reward for equipment, operator response and service level.

Polling of Alarm Systems:-
The new Standard for Transmission Systems AS/NZS2201.5:2008 has three (3) Classes of High Security Polling. Class 3, the "Securitel" replacement Polls every 120 seconds, Class 4 Polls every 60 seconds and Class 5 Polls every 20 seconds.
There are Products being offered with a 4 hour or 24 hour polling which should not be rated as "Securitel" alternatives.

AS/NZS2201.5:2008 Transmission Systems:-
This new Standard was today published containing five (5) Alarm Transmission System Classifications C1 to C5. There are four parts to each Classification being Transmission Delay, Transmission Supervision, System Availability and Signalling Security. Class 3 is the relevant Classification for "Securitel" replacement.

Securitel Finishing 2009:-
We have today received formal advice from Telstra that sales for Securitel will cease 1 February 2008 and the Product will have an Exit Date 31 December 2009.
Telstra will advise of Product replacements with an IP based solution. David Thodey - Group Managing Director -Telstra Enterprise and Government - announced this in a "What's Next... Product Exits, Changes and Solutions".

The Moths are here early:-
Due to the unexpected Heat Wave this week – the moth season has started much, much earlier than normal this year. Remember to spray around and not on detectors to try and reduce false alarms. Another tip is to leave a light on away from detectors which attracts any insect and keeps them away from the security system detectors.

During the APEC Conference in Sydney it is important that all Clients have evaluated their Security requirements including Staff Access and Alarm Response.

Risk Assessment:-
When considering a new Security Alarm System or an upgrade to your existing system, it should be done with the knowledge that the design of the system is dependent of the Risk Profile of the premises. Australian Standard AS/NZS 2201.1:2007 details five (5) classes of system design. Ask your Alarm Installer to categorise the design offered in any quotation or ask Suzette or Scott for advice to suit your risk.

Future of Securitel:-
Consideration should be given to the "Long Term Plans of the Telstra Securitel Service and Network".
Telstra have not formally advised their position but CMS has available an alternative "High Security Option" in the MultiPath IP which has the flexibility to provide a "Securitel Alternative" and better. This service can be designed to meet Class 3, 4 and 5 of the AS/NZS 2201.5:2007 soon to be released and with fixed costs. It is a much better option to the Dialler and Dialler with GSM Backup which can at best be a Class 2 service with potentially unlimited telephone call costs. Speak to Suzette or Scott for your options.

Clients Return for "Service"
Unfortunately we lost a Client two months ago who was offered a reduced monitoring fee. Although the price was detailed the service levels were not. Today the Client has returned to CMS realising "poor service is worth nothing".
CMS maintains it offers the best monitoring service for a fair price. Furthermore CMS details what services are provided and these are tailored to match the Client's needs. Welcome back!

System Battery Life:-
Extensive power problems in NSW over the long weekend prompts us to remind everyone that loss of normal power to your Security Alarm System reverts to Battery Backup. The battery needs to be large enough to run the whole system for sixteen (16) hours for a monitored system and twenty four (24) hours for a non-monitored or local alarm system. This weekend we had some battery failures after 2 hours and many after 4 hours. When power was lost on Friday, that left 4 days without security to your premises. It now looks like the standard 6 amp/hour battery is no longer sufficient, and maybe a UPS should be added as well as a larger battery.

ADSL 2 Problems:-
We have known for years now that to allow Diallers to work correctly in conjunction with ADSL at the Premises or adjacent to the Premises it is good practice to instal a Filter. Unfortunately now there is ADSL 2 with frequencies that are much higher and panels have greater difficulty hearing the receiver handshakes at CMS, and CMS receivers can have trouble in hearing the digital signals being sent with the ADSL 2 frequencies in the background. Corruption or Signal Loss may then occur. We are now recommending that two or three filters may be required on the panel phone line to  block the high frequencies. The other alternative is to use the ADSL 2 connection to send alarm signals. Ask Suzette or Scott about the MultiPath IP Product.

Telephone Costs Questioned:-
Many large Security Alarm Systems are programmed to send every alarm to CMS every time the detection device triggers. This is often explained to the Client that it increases the security, but at what cost? Telephone bills of thousands of dollars should not be the trigger to select the best solution with a FIXED cost reporting to CMS. CMS Listen In and Learn:
Diverse methods of Transmission of Alarms and Interference of Signals due to "new" or "add-on" technologies require CMS to improve our ability to interperate why signals are getting corrupted or not being received. With our fully duplicated FE900 Receivers we can capture all signsls from trouble clients for analysis. The results are now being fed back to the Clients and their Installers and faults being rectified. This will be analysed completely in the next CMQ our quarterly Newsletter.

Intruder Alarm Systems - New Standard 12th April 2007:-
AS/NZS 2201.1:2007 has been published for implementation 12th April 2007. This is Part 1: Client's premises - Design, installation, commissioning and maintenance and contains major changes which include Risk Assessment providing Class 1 to Class 5 design, 16 hour standby battery for remote monitored systems and 24 hour for local alarms, Client system performance responsibilities and revised maintenance recommended schedules. This update in the 2201 suite of Standards will be added to with a Part 5 - Transmission systems update in 2007.

Australian Standard AS2201.5 Transmission Systems Public Comment:-
Document DR 07154 CP is now out for Public Comment and is capable of providing a rating of all Transmission Systems. It is a major change from the 1992 version it replaces and comments close 20 April 2007.

SAPOL Enforce Holdup Alarm Design Criteria:-
Following an incident where a Client accidentally pushed the defaulted Keyad Duress function whilst disarming the alarm system, CMS have received a warning that Calling the South Australian Police fo Holup / Duress Alarms can only be made after activation of a double push Holup Button connected and installed to a Zone of the alarm panel. Panels that leave a defaulted keypad Duress, Fire, Ambulance function are in breach of the agreed Protocol SAPOL and Security Industry as previously advised by CMS and ASIAL. All Clients / Installers in South Australia should be aware and if there is any doubt call CMS and speak to Suzette or Scott.

CMS Again Hit by Power Surges:-
Last Sunday 11th March at 21:11 CMS lost power with a blackout in the Ryde area. The event was recorded in our monitoring system, the UPS held the load until the generator cut in 30 seconds later and supplied power to the whole building. The system works and works well. However when the power was returned from the Street supply the problems commenced. The computer controlling the changeover of the AC power from the generator to the street then received a massive surge, resulting in its loss of control. We have since replaced this controller and will be claiming on Insurance for the damage received from high voltage from the energy supplier. This is the third time this year that CMS have been damaged this way.
On every occasion the monitoring of Client's Security was maintained due to the total redundancy engineered at CMS. It looks like we all should consider duplicating critical infrastructure to maintain the key elements of our  business. Maybe CMS can assist you in the monitoring of your business risk as well as your security risk.

Diallers with GSM Backup:-
The Industry has received information which supports CMS's claim that Dialler systems with a GSM backup is being oversold and may indeed be placing Client's Security at great risk. GSM backups are being designed with weaknesses that does not allow them to work in all occasions as a "Backup when the phone line is cut or not present". AS2201 Part5 2007 about to be released will prove that any polled system is better than every Dialler with GSM backup. This is contrary to the current popular misleading sales approach currently existing to increase the volume of telephone calls on the Client's phone bill.
In short Dialler with GSM backup is not as good a system as Securitel, and nowhere near the new Multipath Transmission being offered by CMS.

Following a recent incident where CMS were instructed to "Send the Police" by the Customer, we have been advised that Police should only be called after it is validated that there is a genuine emergency. CMS will be contacting all Clients to update response instructions.

Fratech MultiPath IP connections at CMS:-
The Australian Security market is now accepting this new form of transmission path for monitoring. Built with full recognition of the about to be released AS2201.5 Australian Standard consumers are beginning to understand the benefits of "Good Security" at a fixed known price. CMS Marketing Manager Scott Kiely says "The interest is great and the connections are increasing". It should be time for all those systems with the "Internet" or Companies with an "Ethernet Network" to consider this form of security.

Power Problems:-
Many of CMS Customers are experiencing power "surges" which are effecting alarm systems directly or indirectly when power circuit fuse. CMS experienced a massive power surge in December and fridges, airconditioners and UPS supplies were effected. We believe that power is surging on heavy useage days and grid changes or load sharing shifts may be the cause. This is very hard to prove but many of our clients in the northern suburbs of Sydney have had equipment fail. My home and two of my close friends have had problems in December / January.

Australian Standard AS2201.5 Nearing Completion:-
Further meetings of this sub-committee sees this Standard very close to complete. At the urgings of the Industry additional input was received from suppliers. All positive input was considered and it looks like we will get a Standard to measure all Transmission Systems which is independent of technology and is not product specific. The Industry eagerly awaits a method of measuring the performance of all current and future products.

Centron Security and CMS Resist the Burglars:-
A recent spate of break-ins at a Central Coast Premises was foiled by the Centron/CMS team. Geoff Sutherland has receved a letter of thanks from his Client who after many break-ins has now foiled a recent attempted Break and Enter. The Client has stated "thankfully your alarm system and monitoring centre coped admirably" and "your alarm has now proven its true value".

CMS congratulates Brighton Security Principals, Don Vaccaro and Nik Schiller, in receiving The Glebe Business Achiever Awards for 2006. Brighton Security were the winners of the Trades and Services section in this the 13th year of the awards. Customer service has always been a committed focus of this Company, and Training of young technical staff has been rewarded. 100,000 Calls to NSW Police:-
NSW Police advised ASIAL that they are receiving 100,000 calls to "Alarm Systems" per annum. A review is underway to establish some control over these "False Alarms" and in 2007 there will be revised priorities and response to alarm calls.

Police Advice Line 131 444:-
NSW Police advise that 131 444 is the correct number to call to advise that a break and enter has occurred. If, when returning to your premises, you find that you have been broken into, this is the correct number to call to initiate a reference number and the appropriate Police Services to investigate the crime. Should a criminal act be verified and happening now, then 000, triple zero, is the number to call. CMS has Industry Police numbers to call depending on the type of "Monitored Alarm Response Required".

Supervised Monitoring Services:-
CMS now offers three (3) supervised monitoring services which are constantly polled. Securitel, the stable Industry 90 second polled service, has been around since before CMS started in 1989 and it works without all the bells and whistles. CMS now offers the Fratech Multi Path with Ethernet or GPRS as the Primary path and provides GPRS, GSM and PSTN as alternative paths. Polling of this service can be set at 90, 60 or 10 seconds depending on the risk. It may cost no more than your Dialler alarm with the phone call costs. Enquire what is best for your risk before your system is exposed to a "smart criminal".

Alarm Panel Communication Tests:-
If your Alarm System uses your telephone line to communicate to Central Monitoring Services it should be programmed with a regular test which is also monitored. As a minimum, a residence should have a weekly test, and a commercial premises a daily test. You should be aware what this means, the costs involved and whether it is adequately suited for your expectations and your Insurance Risk profile. There are systems which are "constantly polled" to improve your monitoring service.

Batteries to Last 16 Hours:-
Australian Standard AS2201.1 - Alarms Installed in Client's Premises - is set for publication soon. It has a requirement for monitored systems to have a battery capable of supporting the system during an AC power fail for "16 HOURS". The benefits of monitoring and the response is measured by the Standard calling for a 48 hour standby battery for local alarms. Systems also do a regular test on the battery and report the condition to the Monitoring Centre.

CMS Emails and Spam Blockers:-
In this hightec world of email communication we are finding an increasing amount of issues where Emails for reports from CMS are being blocked by the recipient's IP SERVICE PROVIDER or SPAM BLOCKING SOFTWARE installed at the Client's end. There are some simple tests which we can do to prove where the problem exists. Please contact CMS Shift Manager for assistance fro Richard in CMS IT.

Temperature Rising:-
The last month has seen an unprecidented period of very high temperatures and strong winds. Some systems have not performed to an acceptable level with continuous unwanted alarms. Now is the time to review your system if you had any alarms from your system before summer arrives.

Panel Sends 100,000 Signals:-
From Saturday14th to Monday 16th CMS had a panel which sent over 100,000 signals to our equipment. This obviuosly effected the performance of signal processing and again supports our policy of "Lockout" which means One (1) alarm per Zone per Armed Period. Furthermore there was only one contact on the callout list with the correct phone number but that was not answered. A minimum of Three (3) keyholders should be listed for a callout. No doubt there will be some questions over the telephone account when it arrives and the Client will want some answers. These problems need to avoided by following the CMS procedures in advance.

Following the sale of Electronic Security to Signature Security on 30th September 2006, all clients were moved on 11th October and are now monitored at Signature's Castle Hill operation. Sunday Heat and Wind Creates Alarms:-
The hot winds that came driven by the southerly change at around midday Sunday 8th October, once again caused havoc with poorly installed alarm systems. There is no reason for an alarm to activate when the environment produces these conditions. CMS will be forced to increase fees for the continual offenders as our service levels are significantly effected by these false alarms. Please take steps to ensure the reason for the alarm is fixed.
